Q: is 14-gauge sturdy enough to withhold 120-pound dog?

There are many other variables that would play an important part, so the answer is not simple. If your 120 pound dog is at all aggressive, I would say no. Although the 2" x 4" mesh is good, a determined dog could go through it, and possibly hurt itself. The height is also important, as would be the spacing of the posts being used, plus what kind of fasteners are being used to fasten the fencing to the posts. These latter parameters would be important for heavier fencing also, but I'd suspect you'd be better off with heavier gauge wire.

Q: Does it contain lead?

I don't know, but I would suspect not. Unless you have access to the alloying specs, there is no good way to tell. If the fencing is made in China, anything could be in it, as it's probably made from recycled metal, and taking precautions to extricate any lead would be costly, and of low priority. To fully document the percentages of various metals present in the alloy would require spectrographic analysis, which is expensive and thus improbable.

Q: For cats would their paws get caught in the holes if they climbed?

At 2" x 4" for the mesh holes I would think a cat would be able to climb the fence without a problem, although none of the feral cats in our neighborhood have done this that I know of. A cat would probably just jump to the top and go over the fe3nce.
