Q: Is it a fire hazard? I saw a couple photos of melted plastic. Has anyone replaced the bulb with one that doesn't get as hot as an incandescent?

Not a hazard per se with original equipment. However the bulb will eventually require replacement it, in my case two years. It is certainly a fire hazard if you do not replace with the same small 15w bulb. Mine fried due to this which is my fault, though they never seem to offer the "LED version" because I suspect they'd rather sell this $0.25 item for $30 to people who want to replace the burnt ones.

Q: What is the size of the bulb used in this star?

It's a small led bulb with about 40 watts output; however, I haven't actually seen it since I first assembled it several years ago.
