When not in use, what is the average battery life when not in use?

Don't even think about buying this product. It is absolute junk
At best it is 3000 lumens.
The batteries really don't have much of a charging capacity at all.
If you were to store this, it will probably last several months without losing its charge.
I tried multiple times to upgrade the batteries and kept short circuiting the thing out. At one point almost caught fire.

What type of cree leds are in this flashlight? are they xhp70 or 70.2, or something else.

Xhp70 has a 7mm x7mm base.... Also the circuit board solder trace is too small for the xhp70.
Actually is a XML-T6 running at approx 450mA per LED... Which is conservative.  Which means 2100-2200 max lumens.

Can a fire be started with this flashligt?

well, ok so the earth receives around 133,200 lumens per square metre from the Sun, noting that this square metre has the Sun directly overhead.
We can also divide this figure by the total power from the Sun, 133200/1366 = 97.5 lumens per watt. This is called luminous efficacy, the lighting efficiency of the Sun per watt of power. Coincidentally this figure is within the range of luminous efficacies that we get from typical domestic LED lighting that we use today.
Another way of answering is to consider the total light received by Earth from the Sun. To do this we need to consider the size of Earth as a target for sunlight. This is easy - the Earth appears to the Sun as a disk of radius around r=6470 km (allowing for 100 km of atmosphere), which is a disk of area:
πr2=π∗64700002=131.5 trillion m2 
So the total light that Earth receives from the Sun is:
133200∗131.5×1012=1.75×1019 lumens 
That’s 17.5 million trillion lumens total sunlight received by Earth from the Sun.

The final way is to consider the total light emitted by the Sun as a whole, of which the Earth receives just a very tiny part. In this case the square metre that we measured the light in is just part of a large sphere surrounding the Sun with a radius equalling Earth’s distance from the Sun. This distance is around R=147 million km, and so using the formula 4𝜋R² for the spherical area then we get the total lumens produced by the Sun to be:
133200∗4πR2 
=133200∗4π∗(147×109)2 
=3.62×1028 lumens

In other words the total light produced by the Sun is 36,200 trillion trillion lumens.
