It is the stones only. i ordered two sets for my massage practice. They are fabulous, heat up well, arrived quickly and well wrapped and look stunning. The flat cut of them keeps them from sliding off during treatments and they are the perfect size. The small stones aren't my thing, but they make my display area look cute, or could be used chilled for a jade facial, or ?? So happy I got them. Worth every penny.
